		<description>I don&#039;t see any deficits in the campaign finance numbers. Most incumbents started the year with a balance and though they may have spent more than they raised during this calendar year, they all still carry a positive balance in the campaign accounts. Since these are depository accounts administered by their bank, there is really no other option.

That said, some of the campaigns still have unpaid bills. For the most part, these will be paid by the end of the year. However, the year-end reports will show any remaining liabilities, including both an accounting of the money loaned by candidates to their campaign (which they may want back or one day &quot;forgive&quot;) as well as any remaining unpaid bills. Perhaps the most curious aspect of the liabilities is that some candidates (Marjorie Decker in particular) show significant unpaid bills that remain unpaid for years.
