As expected, it’s Mayor Siddiqui again 9-0

Jan 3, 2022 – The newly inaugurated 2022-23 Cambridge City Council today unanimously elected Sumbul Siddiqui as Mayor for the 2022-23 City Council term. The vote for Vice Chair (traditionally referred to as Vice Mayor) was 5-2-2 for Mallon-Simmons-Nolan. Alanna Mallon again elected Vice Mayor.

Post-Election Mayoral Arm-Twisting Season Begins – November 8, 2021 Cambridge City Council Agenda

Mayor Al VellucciThe Election is over save for the overseas votes, and it’s pretty much a wash. We replaced the retiring Tim Toomey with Paul Toner, and, for the kids, Sobrinho-Wheeler with Burhan Azeem. All of the incumbents were reelected to the School Committee and we added the lavishly well-funded Akriti Bhambi to fill the soon-to-be vacated seat. It’s always interesting to see how people associated with the various slates view these elections entirely through the lens of their respective slates and agendas with barely any acknowledgment of the fact that almost all of the incumbents were reelected based on their individual campaigns.City Hall coin

Now begins the season of phone calls and private meetings during which the various mayoral hopefuls try to make their case to be the next all-powerful weak mayor. Needless to say, Mayor Siddiqui’s 4121 #1 Votes gives her an edge (if she wants it), but I’m sure others will make the case in the name of “equity” and “whose turn it is” to ascend to the hallowed throne. Meanwhile, has anyone heard anything at all about where we stand on the rather important matter of selecting the next City Manager? Oops, I guess they must have forgotten.

As for the business of city councilling, here’s a sampler of what’s up for discussion/action/inaction this week:

Manager’s Agenda #4. A communication transmitted from Louis A. DePasquale, City Manager, relative to Awaiting Report Item Number 21-84 regarding BEUDO (Building Energy Use Disclosure Ordinance) proposed amendments. [CDD Memo] [current draft] [City Solicitor opinion]

Covered under the proposed amendments are: (1) municipal property with one or more buildings with 10,000 sq ft or more; (2) one or more non-residential building(s) where such building(s) singly or together contain 25,000 to 49,999 sq ft); and (3) one or more residential building(s) that singly or together contain 50 or more residential dwelling units – rental or condos. So my electric and gas bills can stay safely in my bottom drawer – for now. Some councillors are already looking ahead to the day when they can drop the bar down to cottages or people living in a van down by the river.

Unfinished Business #5. Ordinance #2021-24 (Oct 25, 2021 Order #3) That the City Manager be and hereby is requested to direct the City Solicitor and the appropriate staff to review the language of this proposed ordinance amendment and to report back to the City Council in advance of the next City Council meeting. How Dare You!This will pass 9-0 unless one of the councillors casts a protest vote because the proposal to label gas pumps doesn’t go far enough. Maybe the next step will be stenciling city roads with “How Dare You!” and a little Greta image.

There are some who choose to protest the naming of public facilities after people who are either still living or still working for the city. Just a reminder that we’re not issuing postage stamps or minting coins (well, except for perhaps Al Vellucci). So here’s to Thomas W. Danehy Park, the Walter J. Sullivan Water Treatment Facility, the Robert W. Healy Public Safety Building, and Timothy J. Toomey Park, and the Louis A. DePasquale Universal Design Playground. My ideal is a bit different, courtesy of the late, great John Prine.

I’m all for coming up with a grand vision for this area with multiple bridges crossing the tracks and all sorts of fun, new additions. That said, don’t you think all this grand visionary stuff should have been put in place long before parcels were sold with the presumption that they could be built out under existing zoning? Parcels in this area were apparently only very recently sold for a sum in the neighborhood of half a billion dollars. If the City were to now pass either temporary or permanent zoning changes that significantly decrease the development potential, it sure seems like a good case could be made by the new owners that they should be compensated for that loss. I hope that won’t happen, but this says a lot about the consequences of City Council inaction or lack of a coherent vision. By the way, the order contains one of the more interesting maps from the 1979 Alewife Revitalization study, a.k.a. “The Fishbook”.

The latest installment in the ongoing turf wars over roadway allocation where politicians deftly try to please all of the people all of the time. The problem here is, of course, that these things should never have been enshrined into an ordinance with inflexible mandates. But hey, don’t forget to sign The Pledge. Meanwhile, Cambridge roads are starting to feel more like a Habitrail for hamsters – overly prescriptive and thoroughly inflexible.

Committee Report #3. The Neighborhood and Long-Term Planning, Public Facilities, Arts & Celebrations Committee and the Housing Committee met on Aug 24, 2021 to conduct a joint follow-up hearing to continue the discussion on the elimination of single and two-family only zoning and restrictions on the type of housing that can be built city-wide.

Now that the election has passed it will be interesting to see how fast The Densifiers try to rush through their Big Plans. I do like the idea of relaxing some of the restrictions to allow more multi-family homes, but I would prefer to see housing growth based more on available opportunities than on wholesale revision and density doubling densification based on a transient and trendy philosophy and historical revisionism. We have been down that road before.

While I may agree with the general idea of this proposal, the devil may lie in the details. It’s not always so clear which donors to campaigns are seeking or will eventually receive financial reward. For example, if someone contributes either money or labor toward a political campaign and is currently hired or is later hired as a City Council Aide, would that be a violation? Or is political patronage not covered under the proposed ordinance? – Robert Winters

Issue Statement Related to COVID-19 Emergency Measures

City SealMarch 15, 2020 – The City of Cambridge has been deeply immersed in dealing with the containment of the Coronavirus crisis. We have closed schools, libraries, Department of Human Services Programs’ preschool and afterschool programs, youth and senior centers, and a number of other public facilities, and we have cancelled all permitted events. We will be closing City municipal buildings to the general public at 5 p.m., Monday, March 16, 2020, until further notice. City Hall will remain open for the City Council meeting, but all City departments at City Hall will be closed to the public starting at 5:00pm on Monday, March 16, 2020.

Our workforce is incredibly committed and responsive to ensuring the City can safely meet the needs of our community. We are particularly appreciative of our Public Health Department, City leadership team, and Public Safety officials in dealing with overall emergency preparedness. There have been many excellent questions raised over the last week and we wanted to address action steps we will undertake over the next week:

  • Scaling the capacity of the City’s workforce and public bodies to conduct many non -public safety operations in virtual or remote environments;
  • Creating and disseminating clear messaging for social distancing best practices for various populations, including out of school youth and young adults, and senior and other vulnerable populations;
  • Collaborating with the non- profit ecosystem on creating a systematic approach to coordinating donations and volunteerism to assist our various community needs;
  • Integrating and monitoring state and federal resources as they are committed to ensure the City is maximizing the use of all available resources to assist our residents, particularly traditionally underserved populations such as our homeless and elderly communities;
  • Discussing the creation of a reserve fund for the Cambridge Health Alliance;
  • Communicating regularly with supermarkets and food stores to discuss operations and supply chain challenges. Governor Baker’s statewide restrictions issued on March 15 do not apply to grocery stores or pharmacies;
  • Enforcing and notifying businesses of Governor Baker’s statewide declaration that all bars and restaurants in Massachusetts will be shut down for on-premise consumption starting Tuesday, March 17 through Monday, April 6, although these establishments can continue to offer food for takeout or delivery. Retail stores can stay open as long as 25 people or fewer are present in them;
  • Educating the public of the Commonwealth’s ban on gatherings of 25 people or more including all community, civic, public, leisure, and faith-based events. This ban also includes sports games with spectators, concerts, conventions, fitness centers, gyms, private clubs, and cinemas and theaters;
  • Communicating with the small business and artist communities on potential resources and relief;
  • Coordinating with our university and business community partners to enlist their support and cooperation and ensure coordination of response efforts; and
  • Establishing an ad hoc advisory working group to assist with the City’s planning and response efforts. This advisory working group, which will report to the Public Health Commissioner, will be comprised of subject matter experts, residents, healthcare providers and City staff to support the ongoing work of the Cambridge Public Health Department. The call for volunteers will be issued the week of March 16.

Aggressive social distancing is a proven public health strategy. It is the key to saving lives and resuming our lives in the future. The City has enlisted and will continue enlisting experts in matters of infectious disease, communication and emergency response and preparedness. We will communicate regularly and strongly encourage the public to regularly visit www.cambridgema.gov/covid19 for updates and resources.

We need our entire community, in collaboration with state and federal agencies, to be involved in mitigating and slowing this pandemic. We know that the current situation will worsen before it improves. We want to ensure the public that the City’s team, your elected officials, and our community partners are thoughtfully approaching this rapidly evolving pandemic. We are committed to addressing the challenges and needs of the community today and into the future. Because of careful strong City management and sound fiscal policies set by the City Council, the City is in a financial position to strategically use our free cash reserves to support our COVID-19 pandemic response. We are here for you today and we are confident the Cambridge community will, as always, rise to the occasion to respond this challenge.

It’s Opening Day – Jan 13, 2020 Cambridge City Council meeting

City HallThis is the first regular City Council meeting of the 2020-21 term. The mayoral vote at the Jan 6 Inauguration was a single take, and newly minted Mayor Siddiqui broke the record for fastest City Council committee appointments. Here are a few items on the agenda of some interest.

Unfinished Business #4. Amendment to Chapter 8.12 of the Municipal Ordinances of the City of Cambridge. [Passed to a Second Reading on Dec 16, 2019 To Be Ordained on or after Dec 29, 2019]

This is the proposed municipal ordinance that would ban mobile fueling operations throughout Cambridge, i.e. where a vehicle shows up where you are and fills your gas tank for you. As I said when this was first introduced as a zoning amendment last October: "Yet more evidence of the lazy ass, ‘call the servants’ times that we now live in. If pumping your own gas at the filling station is so burdensome that you must use a phone app to have the ‘little people’ show up to do it for you, then maybe it’s time to reconsider your life choices."

Applications & Petitions #1. A Zoning Petition has been received from Christopher Schmidt, regarding an amendment to Section 2.000 of the Zoning Ordinance.

This is a simple and sensible proposal that would amend the definition of "family" in the Zoning Ordinance to remove restrictions on unrelated family members. Specifically, it would simply say: "Family. One or more persons occupying a dwelling unit and living as a single nonprofit housekeeping unit."

The current definition is this:

Family. One or more persons occupying a dwelling unit and living as a single nonprofit housekeeping unit; provided that a group of four or more persons who are not within the second degree of kinship shall not be deemed to constitute a family.

Notwithstanding the definition in the preceding paragraph, a family shall be deemed to include four or more persons not within the second degree of kinship occupying a dwelling unit and living as a single, nonprofit housekeeping unit, if said occupants are handicapped persons as defined in Title VIII of the Civil Rights Act of 1968, as amended by the “Fair Housing Amendments Act of 1988.” Such unrelated individuals shall have the right to occupy a dwelling unit in the same manner and to the same extent as any family in the first paragraph of this definition.

It’s unknown when the last time the current definition was ever enforced, and households consisting of several unrelated persons are very common in Cambridge and the region. The only potential downside of this simplification might be that an apartment specifically designated as "family housing" may become just another roommate situation.

I knew Carol Cerf from the CCA Board over 25 years ago and would often run into her on her bicycle for years after that. She was one of the more kind and generous people I met in local politics over the years. There was a moment of silence at the Jan 6 School Committee Inauguration noting the death of Susan Noonan-Forster. Thomas F. Courtney, among many other notable distinctions, was the father of our most beloved Deputy City Clerk Paula Crane.

Order #4. TPO Extension PO.   Councillor Zondervan

The cryptic summary refers to a proposed extension of the Tree Protection Ordinance, i.e. Moratorium, from the current expiration date of March 11, 2020 to December 31, 2020. The Order also encourages that more permanent language be soon established based on recommendations of the Urban Forest Master Plan Task Force. I can only hope that some flexibility is written into the more permanent ordinance to allow reasonable homeowners to do reasonable things without exorbitant cost, but recent trends tend to be the opposite.

Communications & Reports #2. A communication was received from Mayor Sumbul Siddiqui, transmitting information from the Jan 7, 2020 Regular Meeting of the School Committee.

It’s good to see intermural communication like this from the Mayor to the City Council regarding School Committee matters.

Communications & Reports #3. A communication was received from Mayor Sumbul Siddiqui, announcing the formal 2020-2021 appointments to the City Council Committees.

This has to be a new record for fastest City Council committee appointments. It usually takes weeks and Mayor Siddiqui had it done in three days. – Robert Winters

The Eve of Inauguration

City HallSun, Jan 5 – It’s the Eve of Inauguration of the 2020-21 City Council (10:00am start, City Hall) and School Committee (6:00pm start, Cambridge Public Library, Lecture Hall, 449 Broadway). Upon inauguration of the City Council, they will proceed directly to the Election of the Mayor (and then the Vice Chair should a Mayor actually be elected). There has been the usual chatter among residents (as well as some posturing of incumbents meant to suggest who might have disproportionate influence in the process) but other than the logic of those with high vote totals deserving an advantage in the selection, I have no specific information on how the vote will go. Often the person who is seen as delivering the decisive vote is rewarded by being elected Vice Mayor or getting choice committee assignments. I have attended these inaugurations every two years for a very long time and have generally found the mayoral maneuvering to be interesting, especially in trying to decipher which favors are granted to whom in exchange for votes. It would so much more interesting if there were actual horses being traded.

Whoever does end up with the five votes to become Mayor will then have the distinct privilege of becoming the 7th voting member and Chair of the School Committee. If the tone and focus of the upcoming School Committee is even remotely similar to the outgoing one, a prison sentence might be preferable to being Mayor. Perhaps with mostly new members things will be different. A Mayor who is capable of resolving differences rather than exacerbating them will help. Time will tell.

One City Council Committee appointment (by whomever ends up as Mayor) will be Chair of the Government Operations, Rules, and Claims Committee. We are now entering the final year of the contract with City Manager Louis A. DePasquale. The process of deciding whether to extend that contract or to seek a new City Manager has traditionally been shepherded by the Chair of Government Operations, though any route to five votes would be completely consistent with the Plan E Charter under which the Manager "shall hold office during the pleasure of the city council". As to the timing, the current contract states: "If the City intends to continue Mr. DePasquale’s employment beyond January 8, 2021, it shall give written notice to Mr. DePasquale on or before September 14, 2020, and initiate negotiations for a successor employment contract, which contract, if agreed to, shall become effective January 9, 2021. Absent agreement on a successor employment contract, this Agreement shall terminate on January 8, 2021." – Robert Winters

PS – At this time it appears to still be the case that Emily Dexter may not accept her election to the School Committee. If this does prove to be the case, her replacement will be officially determined later this month. I sincerely hope that this situation is somehow reversed, that the will of the voters is respected, and that a "teachable moment" is somehow recovered. There is an opportunity here for a new Mayor to actually show real leadership. Or not. – RW
