The Manager’s letter notes: “The current Broadway and Binney Park covenants total 21,785 square feet of public open space in the area. This plan will increase the overall amount of publicly dedicated open space to 28,455 total square feet, resulting in a new open space that is larger in area and more functional for the public than the existing Broadway and Binney Parks.” I have to also note the following: “Broadway Park (also known as South Park)”. I have a few interesting ideas now that I know Cambridge has within it a place called “South Park.”

What the Order really should say is: “ORDERED: That the City Manager, along with his staff, be and hereby is requested to more fully review the dramatically growing need for expanded Traffic Calming, Traffic Signals and Vision Zero infrastructure through the city; etc.” Not everything the City has done in recent years has been without criticism and much of it could have been done better. The Order as stated simply wants to spend another $5,000,000 on more of the same, and I hope City staff is willing to evaluate what has been done before prior to simply spending more money.

I’m interested in seeing where this might lead. Selective street closures can make for better venues for events and street entertainment, but it could simply relocate traffic to other streets or create more obstruction than opportunity. This is also something we talk about in Central Square (you know, that other Zip Code).

All in a Day’s Work – June 6, 2022 Cambridge City Council Agenda

A Good Day's WorkIt would be difficult to identify a City Council meeting in recent history as potentially consequential as this one. The opening act will be the City of Cambridge Scholarship Awards Ceremony starting at 4:00pm. The Regular Meeting starting at 5:30pm includes the vote on the FY2023 Budget ($754,373,160 General Fund; $13,537,970 Water Fund; and $41,163,235 Public Investment Fund) as well as a total of $159.9 million in loan authorizations. Then there’s the matter of the 6:00pm Special Meeting to choose among four finalists who will be the next City Manager (Iram Farooq, Cheryl Fisher, Yi-An Huang, or Norman Khumalo) with a possible Executive Session thrown in if there are any contract matters to negotiate. It should be noted that there is no guarantee that five votes will coalesce on one candidate. There could be multiple ballots or the can might be kicked down the road a bit if they can’t get to five.

There are other agenda items as well – including the initial steps toward a Charter Review Commission. Here are the items that seem interesting and/or highly consequential:

City Manager Selection

6:00pm   The City Council will hold a Special Meeting to appoint one of the following finalists as the next City Manager: Iram Farooq, Cheryl Watson Fisher, Yi-An Huang and Norman Khumalo.
The City Council Meeting to discuss the City Manager hiring process will convene in open session. The City Council may then go into an Executive Session to conduct contract negotiations with a candidate for City Manager. The City Council will return to open session.

Here’s a little note from the International City/County Management Association (ICMA):

THE ROLE OF ELECTED OFFICIALS
Under the council-manager form, the elected officials (e.g. the council or board) are the legislative body and the community’s policy makers. Power is centralized in this body, which approves the budget and adopts local laws and regulations, for example. The elected officials also focus on the community’s big-picture goals, such as community growth and sustainability.

The elected officials hire a professional city, town, or county manager based on that person’s education, experience, skills, and abilities and NOT on their political allegiances. The elected officials supervise the manager’s performance, and if that person is not responsive and effective in their role, the elected officials have the authority to remove her or him at any time.

I am mentioning this primarily in response to some of the lobbying effort I have seen over the last several days – including a video promoting one particular candidate and featuring a City Council aide as well as others with known political affiliations. There have also been mass emailings sent by political organizations lobbying for other candidates. There is nothing illegal about any of this, but my hope is that each of the nine city councillors will make their decisions on behalf of the residents of the city and the City’s workforce – independent of any and all of this political lobbying.

I do have a favorite candidate and I have communicated that preference to the candidate as well as to several city councillors, but I want to be very clear that my inclinations have absolutely nothing to do with any organized group in the city nor any narrow agenda, and I fervently hope that whoever is chosen will not be beholden to any political interest or individual. – RW

By the way, I don’t know that there’s necessarily a required procedure for how the selection will take place. This is not like the vote for Mayor where each councillor in turn names his/her selection for Mayor followed by possible vote changes prior to the gavel being struck three times signifying the end of the vote. The selection may happen via a motion by one of the councillors to hire one of the finalists and if that candidate receives five votes (with or without changes in the vote) then the matter is settled. I’m not sure if a Motion to Reconsider or the exercise of the Charter Right is permissible in this matter.


Yi-An  HuangYi-An Huang selected by Cambridge City Council as next City Manager

June 6, 2022 – The Cambridge City Council tonight voted 8-1 to select Yi-An Huang as the next City Manager to succeed Louis DePasquale when his contract ends on July 5, 2022. The initial City Council vote was 6-3 with Burhan Azeem, Dennis Carlone, Alanna Mallon, Patricia Nolan, Quinton Zondervan, and Sumbul Siddiqui voting for Yi-An Huang and Marc McGovern, Denise Simmons, and Paul Toner voting for Cheryl Watson Fisher. Subsequently, Paul Toner and then Marc McGovern changed their votes to Yi-An Huang to make it a final 8-1 vote.

After the vote, the City Council went into Executive Session to discuss strategy for contract negotiations as well as any possible procedure for choosing an Acting City Manager until Mr. Huang assumes his new role.

PS – The City Council also voted to appoint DPW Commissioner Owen O’Riordan to serve as Acting City Manager after Louis DePasquale leaves and before Yi-An Huang takes over. Excellent choice. – RW

Though I don’t think there will be any controversy over these votes other than the usual token NO vote, it goes without saying that this is perhaps the single most consequential vote of the City Council in any given year. The only vote more consequential is the vote to select a City Manager.

I will note that the combination of the long Memorial Day weekend plus Boston Calling plus various commencement activities plus students moving out plus the Memorial Drive closure recently made Mt. Auburn Street and Putnam Avenue into a traffic nightmare. I’ll let others decide whether the overall effect of Memorial Drive closures from Saturday morning through Sunday night is a net benefit or if a smaller window of time would be preferable. I hope this is really more about community benefit than just a generic #WarOnCars.

Joe CurtatoneThe trouble has been brewing ever since the breakup of Middlesex County. Militia Commander Joseph Curtatone mustered Somerville’s Democratic Socialist forces on Prospect Hill and led the convoy south into the former Peoples Republic of Cambridge. Somerville Dictator Katjana Ballantyne ordered troops to mass on the East Cambridge border in what most people believed to be just a routine training exercise. However, when Militia Commander (and former Mayor) Joseph Curtatone arrived, things changed quickly. Some East Cambridge residents initially welcomed the visitors from the north – barely noticing the stylized “S” emblazoned on their drab uniforms. Jay Wasserman, in fact, invited some of the Somervillains in for drinks not knowing their true intentions.Louis give The Look

The Somerville plan seems to be centered not on occupying all of Cambridge, but simply on capturing the revenue-producing Kendall Square area. This, however, requires establishing a “land bridge” through most of the East Cambridge neighborhood. When Rep. Michael Connolly (DSA, Cambridge-Somerville) was asked about the invasion and occupation, he remarked, “I was part of the Occupy Movement before it was fashionable. Now that the majority of the Somerville City Council are avowed socialists, it only seems natural that we should bring at least some portion of Cambridge into the fold – even if some level of military force is required to enforce our political philosophy.”

Outgoing City Manager and newly appointed General Louis DePasquale vowed to defend Cambridge’s historical boundaries. “We shall defend our island, whatever the cost may be. We shall fight on the beaches, we shall fight on the landing-grounds, we shall fight in the fields and in the streets, we shall fight in the hills. We shall never surrender!”

Updated plans unveiled eliminates car lanes and adds segregated lanes on major Cambridge thoroughfares
City has long-term plan to install “protected lanes” for bikes, mopeds, pedestrians, seniors, and hoverboards.

After several additional minutes of research, City transportation planners and the newly reappointed Vision Zero and Motor Vehicle Elimination Advisory Committee released updates to the original 2017 plans for fully segregated lanes on several major Cambridge thoroughfares. “This has always been about the greater good – regardless who disagrees, petitions, or otherwise tries to convince us with data,” said City Manager Louis DePasquale. “We will now commit to preserving the tree canopy in accordance with the Tree Protection Ordinance, but this will necessitate the banning of all motor vehicles along the city’s major thoroughfares even though eminent-domain land-takings will enable us to create sufficient (100 ft) road width.”

The only city councillors to raise issues about the plan were Paul Toner and Denise Simmons who seemed to not understand how absolutely essential the elimination of the lanes for motor vehicles was in order to achieve a vanishingly small impact on climate change. City Arborist David Lefcourt was pleased that the tree canopy would be preserved in order to provide shade for the cycle track, the child track, the senior track, and the hoverboard tracks.

One member of Cambridge’s Bicycle Committee reiterated what she said 5 years ago: “The whole concept of ‘sharing’ is an outdated vestige of the pre-millennial age.” A new Gen-Z appointee to the Bicycle Committee added, “For sure. This is like necessary.”


Vision Zero Policy Reauthorized by Cambridge City Council
Original 2017 goal to eliminate all motor vehicles extended from 2020 to 2023

The Cambridge City Council’s 2017 “Vision Zero” policy has proven more difficult to achieve than originally thought. Originally conceived as a plan to reduce traffic-related injuries and fatalities through better road design, the ever-so-progressive Cambridge City Council decided in 2017 to ban motor vehicles outright, but received pushback from a coalition of soccer moms, grocery shoppers, and other climate change deniers. As a result, the absolute prohibition previously scheduled for March 2020 has been extended to March 2023.

There are, to be sure, some transitions that must take place before Cambridge can become truly a Vision Zero city and an example to other cities wanting to battle climate change in the worst way. Perhaps the greatest challenges are in rubbish/recycling collection and emergency services like police and fire protection, but these challenges also provide opportunities for local entrepreneurs.

Cambridge Health Alliance CEO Patrick Wardell announced that CHA is already well on its way toward Vision Zero. They have begun training and recruitment for very athletic persons to operate their new fleet of human-powered pedambulances.

It won’t be an all-bicycle future of course. To handle some of the heavier tasks, we’ll be seeing a lot more horses in the streets of Cambridge.

The Cambridge Fire Department embraced the initiative. "In addition to the environmental and nostalgia benefits, maintaining the horses will create jobs," said Fire Chief Gerald Reardon. "We have to think of the future even as we embrace the past."

Several new condo developments along New Street and elsewhere to be converted to stables. "We feel that horse-drawn vehicles are a sustainable solution to all delivery needs." Danehy Park will be converted to hayfields.

“The road apples left by horses will be an essential part of the citywide composting program,” said DPW Commissioner Owen O’Riordan.

Meanwhile, the City’s Department of Traffic, Parking, and Transportation has been drafting new specifications for “cycle tracks” to require a minimal 10 foot width. “Our plan all along has been to eventually execute a complete mode shift. At some point motor vehicles will be moved to the cycle tracks while cyclists take over the roadways. This should provide ample accommodation for motor vehicles during the interim years before the banning of all motor vehicles within city limits,” said Traffic Director Joseph Barr.


Flush with ARPA funds and after several years delay, MBTA ready to move forward with Green Line Extension to Porter Square

Meigs Elevated RailwayThe City’s Transit Advisory Committee, working in concert with the MBTA and the Cambridge Historical Commission, have announced updated plans for new kinda-rapid transit service to Porter Square with the option of extending service further west to Alewife and Belmont Center in the future. On the drawing board for more than a century, the Meigs Elevated Railway will add desperately needed capacity to supplement the new Green Line Extension to Union Square. MBTA analysts decided that it was just too difficult to safely move that many people underground and concluded that the time-tested concept of elevated railway service is an old idea that’s about to become new again.

Historical Commission Executive Director Charles Sullivan again conceded, “The Rindge gifts have had their day in the sun. While we remain grateful for the remarkable gifts from Frederick Hastings Rindge to the City of Cambridge, including City Hall, it’s time to make way for grander visions.” Sullivan added, “Sometimes history is simply overrated.”


East Cambridge Traffic Pattern Changes Begin Friday, April 1

Due to recent sewer projects and new lab development, the Cambridge Traffic Department announced several changes in the direction of one-way streets in East Cambridge (see map). “Based on community feedback and data collected over the last several months, we have decided that these changes are essential for public safety,” said Traffic Director Joseph Barr. Crews began posting “Do Not Enter” signs throughout the neighborhood on Thursday. Over the next week or so, City staff will continue to evaluate streets throughout the city to determine if similar changes are warranted. “We appreciate your continued patience and efforts as we manage these erratic changes,” said Barr. “Thankfully, recent rollouts of Quick-Build separated bicycle lanes have acclimated Cambridge residents to the introduction of new and bizarre traffic conditions.” For more information, please visit www.cambridgema.gov. Interesting that the loss of one or two parking spaces at this location due to a curb cut gets so much pushback when elsewhere hundreds of parking spaces are being permanently removed for “quick build” bike lanes that impact businesses, health care providers, day care facilities, churches, and more.

Cambridge’s Bike Lane Mandate Hurts Us All – by John Pitkin

An op-ed by former City Councillor Jen Devereux in Cambridge Day belittles the growing opposition of residents to Cambridge’s bike lane mandate. She likens it to a conspiracy about a word game, castigates opponents’ “sky-is-falling rhetoric,” and admonishes them with therapeutic advice that, “feelings are not facts and emotions are not truth.”

Her call for a return to norms and an end to what she terms the “bike wars” rings hollow because she ends her piece with a reminder that two people have been “killed by drivers” in Porter Square since 2016. This strikes me as ironic, since the “bike wars” she laments were touched off by cycle advocates’ using two 2016 cyclist fatalities as a rhetorical battering ram to advance new cycle lanes in Inman Square, Cambridge Street and Brattle Street.

Organized cycle advocates d/b/a Cambridge Bike Safety used this emotional appeal to shut down debate and short-circuit consideration of financial, environmental and social costs as well as alternative means to improve safety for all. Those who voiced objections were even labeled “killers” by association with the unfortunate and, by all accounts, blameless drivers in the fatal crashes.

It is said that “Truth is the first casualty of war.” The same can be said of our “bike wars.” Facts are rarely checked and only valued for their emotional impact or clickability, and the arguments or interests of opponents are dismissed out of hand..

If we want to move forward from this situation a good first step would be to see it not as a “war” but a “social dysfunction,” not zingers flying between partisans, but the equivalent of a heart attack of endemic mistrust in our body politic. It affects everyone and harms us all, because if we don’t trust each other, if we don’t trust our government, we won’t be able to act with the unity we need to meet the existential threats of climate change or the immediate needs of our community. We have to figure out how to work together on common solutions to critical problems, and the bike lane disputes are a distraction from the real work that must be done.

Trust cannot be restored by City Councillors tut-tutting citizens for voicing concerns about the bike lanes when the actual impacts become apparent. Indeed City Council created the current civic mess by not involving the very people – the body politic – that they represent.

The contentious discourse and public debate that Ms. Devereux bemoans could and should have taken place before the mandates in the Cycling Safety Ordinance were enacted in 2019 and strengthened in 2020. She acknowledges that “parking is the third rail of politics.” Other City Councillors must also know. Yet to this day the majority of the City Council as well as City administrators play down the scope of the bike lane mandate, branding them as benign “bicycle safety improvements.” And obligatory public notices of community meetings and installation of new bike lanes were utterly ineffective, leaving most residents and business owners in the dark until the eve of installation.

But now the truth is coming out that the Bike Lane Mandate is a big deal. It touches the “third rail” of parking. And the City Council’s defective process has created a giant mess.

The mandated lanes comprise a 26 mile network, covering 10% of Cambridge’s public streets, including Mass. Avenue and other major arteries, and must be completed or in construction by 2026.

It will mean removing many hundreds of parking spaces, in some areas half or all of the parking, as well as loading zones needed for deliveries to and pickups from businesses. Costs are not known but will be substantial. Engineering services alone for the first Quick-Build lanes, not including implementation, have averaged $160 thousand per mile.  The full design and build of just one major intersection, Inman Square, is budgeted to cost close to $10 million.

The financial impacts on local businesses are not known because the City has not asked the affected businesses.  In places were parking has already been removed some business owners report that their revenues have dropped 45%.  A parking access and loading zones are removed over time, there are reasonable fears that commercial dead zones will spread to sections of Mass. Avenue, Cambridge Street and Huron Avenue where there are now thriving, diverse shopping districts.

Thousands of residents who rely on street parking and access to homes, necessary services, and local shops will also be adversely impacted.

The scope of the Bike Lane Mandate is so broad and complex that the City Council might reasonably have put it on the ballot for residents to vote on in a municipal referendum before acting on it. Instead, the City Council passed the mandate after limited public discussion and debate and deputized the Director of Transportation, Traffic and Parking to inform the affected residents and owners in community meetings of what “cycling safety” means for them.

Now that citizens more clearly understand the grand plan and how it affects them, we are starting to see the beginnings of the kind of vigorous, contentious, factual debate that is needed for democracy to work and that we as Americans expect. These stirrings should not be discouraged or tamped down, but rather welcomed as a hopeful beginning of the civil discourse we urgently need to build trust in one other and strengthen our community.

That's All Folks!This will be the last meeting of the 2020-2021 Cambridge City Council which will likely be remembered for its lack of cohesion and the distant quality of its remote public meetings held in Zoom. The increased access of remote public comment was arguably a plus but any advantages were outweighed by the scripted nature of call-in comments driven by social media and the complete lack of meaningful interaction between members of the public and between elected officials and the public. A two-minute Zoom speech with the clock ticking followed by an abrupt mayoral cutoff is hardly a model for public participation. Perhaps even more problematic was the tendency for consequential policies to be developed and implemented in relative isolation and obscurity.

As the councillors head for the exits until Seven of Nine of them return to base for the January 3 Inaugural, here are the more interesting and/or disturbing items on this week’s agenda:

This should be an interesting update in light of the recent surge in positive Covid tests in Cambridge and elsewhere. I won’t be at all surprised if additional restrictions are forthcoming. I hope there can be a little more light shed on the principal causes of the current surge. Is the Omicron Variant a factor? Personally, I’m getting my booster today and I hope everyone has done so or is scheduling it for very soon.

Unfinished Business #5. That the City Council adopt a municipal ordinance to reduce or limit campaign donations from donors seeking to enter into a contract, seeking approval for a special permit or up-zoning, seeking to acquire real estate from the City, or seeking financial assistance from the City; Ordinance #2020-27. As I have said before, this proposal seems like a real can of worms with varying interpretations of who should or should not have additional limits placed on their political campaign donations. Disclosure should be enough. In truth, the amount of questionable political donations and the number of candidates willing to accept such donations have declined significantly in recent years. Even with their donations limited, I expect that the role of “independent expenditure political action committees” will likely only grow.

I fully expect a lot of double-speak as some councillors pretend to actually care about the concerns of many residents who are now facing or will soon be facing the impacts of some major changes in roadway configurations regardless whether they provide any net benefit. I also expect very little acknowledgement of the unintended consequences, e.g. the inability of delivery people to legally do what they need to do. The basic template usually reads something like “blah blah blah … and such that this does not in any way change the mandates of the Bicycle Safety Ordinance” – even if everything being requested is fair and reasonable. There are some times when I feel as though we have no representation at all – proportional or otherwise.

At some point there needs to be an analysis of the cumulative effect of all the policy decisions that have been made or proposed over the last several years in the housing arena, especially in regard to the question of the net shift from privately-owned housing toward government-owned or government-controlled housing. Order #5 seems to suggest that whenever a multi-family home is up for sale the ever-deepening pockets of Cambridge should outbid all others and take it permanently off the market rather than have anyone own something in which they can build some equity.

I really hope that most of the items in “Awaiting Report” are allowed to expire and that the new 2022-2023 City Council starts off with a relatively clean slate. One of the items goes back 5 years. In truth, there is no good reason that so many of these items should be languishing so long for a report back. If the associated Order called for something that is either infeasible or purely symbolic or just plain silly, the City Manager and staff should simply provide a timely single-paragraph response saying as much. If a majority of councillor are still insistent on pursuing some initiative, chasing wild geese, tilting at windmills, or obtaining some information, they can always file another Order or have it out with the City administration. – Robert Winters
