151 Communications – mostly robotic form letter submissions generated by the Bike Lane Advocates deflecting attention from the fact that a bicyclist fatality recently occurred at a location where there were already fully implemented separated bike lanes.

Suffice to say that a safety audit of hazardous intersections and those sections of road that are inherently dangerous should have been done prior to any adoption of a Cycling Safety Ordinance – if indeed safety was the actual priority. As was made clear with the recent fatality at Mt Auburn/DeWolfe, infrastructure changes alone can never eliminate the role of human error leading to fatalities or severe injuries.

This Order was on a crash-and-burn trajectory last week prior to the Azeem Charter Right, and it’s doubtful whether it can be amended to make it something other than a City bailout in violation of state law. That said, it may be possible to craft a substitute Order that can address the larger question of the inadequacy of local news coverage in Cambridge. There are many of us who would like to be part of that solution, but the authors of the Order chose not to include anyone outside their small circle. Ideally, I would like to see the Civic Unity Committee or an ad-hoc committee take up the larger issue of local news and information in Cambridge – and I hope this could be an opportunity to get a representative from Gannett (current owners of the Cambridge Chronicle) to appear before this committee to explain why they have forsaken Cambridge and what their long-term plans are for the Cambridge Chronicle.

This is really a time for reinvention and not just subsidizing partial solutions. I will have a lot more to say about this in the weeks to come. As City Manager Huang noted last week, Cambridge at one time had assigned seats in the City Council chamber for five newspapers. Most Cambridge residents at one time read one or more of these newspapers every week. A lot has changed since then, including the way businesses advertise that was a primary source of revenue for these newspapers. This loss of local press is a national problem and there are some good examples available of how some places have taken up this challenge. It’s actually far easier to publish these days, so this should really be about discovering a sustainable solution particular to each community that incorporates a maximum number of voices and keeps the vitriol to a bare minimum.

I’m still not sure where this process is eventually headed. For many years the choices for Central Square have been somewhere between nothing and hosting services wanted nowhere else. Never forget that there was a day decades ago when many people traveled to Central Square from elsewhere as a kid-friendly destination for shopping and recreation – and not just in the evening hours for clubs and restaurants.

The Government Operations, Rules, and Claims Committee held a public hearing on June 5, 2024 meeting to discuss Charter Review recommendations and develop draft recommendations to the Full City Council for reviewing, deliberating, adopting, and processing possible changes to the Cambridge City Charter for a future vote by Cambridge voters. Based on the testimony from the June 5 meeting, my sense is that the City Council should be content with a general reformatting of the Charter with modern language and modest changes to permit more flexibility in our PR elections. One thing that should be absolutely clear is that making substantial changes to a city charter in order facilitate the political desires of a councillor or two is not such a bright idea. – Robert Winters

In my view, this is a road best not traveled. I do like the idea of nonprofit journalism, but it seems obvious that the use of local taxes to support a newspaper or blog (except for fee for services) will inevitably lead to a loss in independence and objectivity. This is not to say that objectivity is the rule currently, but that should always be the ideal in journalism. This strikes me as nothing more than an indirect way to fund a specific publication. I remember various times over the course of the last few decades when there were calls to use local property taxes to support more neighborhood-based publications like 4Word (for Area 4, now called The Port) and The Alewife (N. Cambridge) when their UDAG and stabilization funds ran dry. Those proposals were denied at least in part for the reasons I just stated. I see no way that it would be any different today.

What I would really like to see is a concerted effort to revive the Cambridge Chronicle as an actual “paper of record” regardless of the fact that it has been horribly mismanaged by the Gannett corporation. An actual “paper of record” covers the whole local picture, including noncontroversial and non-political matters (e.g. Little League games, obituaries, the comings and goings of significant people). It’s not all about bike lanes, budgets, and building bigger buildings.

The closing of any business in Central Square is dreadful, but some enterprises simply run their course. The Salvation Army store is long gone, but the Goodwill store is still chugging along just down the street.

That the City Manager is requested to explore the feasibility of delaying the Mass Avenue reconstruction project to minimize its impact upon the busy season for restaurants and other affected businesses, and, should this not be found feasible, a method of providing financial assistance to the impacted businesses to cover the costs of removing their outdoor dining structures, designed to mitigate some of the financial impacts upon them, should be established. City Hall renovationNote: Due to extensive public comment, this meeting was recessed after the controversial matter of the bike lanes was addressed – to be resumed at 10:00am on Tuesday, April 30.

The turf war of competing mailing lists continues this week with the number of email communications generated by mailing lists blowing past all previous records. Sure, they’re all just variations on the dual themes of “Don’t touch any aspect of the divinely inspired Cycling Safety Ordinance or the Charles River will turn to blood” or “Consider compromise.” Unfortunately, there are many people who think that representative democracy should be governed by how many virtual pounds of vox populi arrive as a result of email blasts to lists of disciples. Ideas don’t matter. Practicality doesn’t matter. Effectiveness doesn’t matter. Truth doesn’t matter. It’s all about preaching to your respective choirs asking them to drown out the other.

Meanwhile, there’s still a City to run and bills to pay. The FY2025 Budget and the annual parade of loan authorizations have arrived.

The overall FY25 Proposed Budget shows an 8.2% increase over the FY24 Adopted Budget. It also shows the previously announced rearrangement of some departments – most noticeably the Community Development. The FY25 Budget shows a 72% decrease in the CDD Budget, but this is due to two separate new departments being hatched out of CDD – the new “Housing Department” and the new “Office of Sustainability”. The combined budgets of these three departments is rising from $40,890,300 to $42,235,895 – an overall increase of 3.3%.

The other spinoff is within the Executive Department (Office of the City Manager). The FY25 Budget shows a 19.2% decrease, but this is due to the new “Equity and Inclusion Department” being spun off as a separate department. The combined budgets of these two departments is rising from $8,467,495 to $9,115,455 – an overall increase of 7.7%.

The proposed Public Investment budget is going up from $18,056,905 to $38,432,720. The total amount of proposed Loan Authorizations (see below) is $36,460,000 which is a considerable drop from last year’s $167,150,000.

The Budget Hearings begin May 7. I hope that this year’s Budget Message from the City Manager will include projections of what the Residential and Commercial Tax Rates might be based on the FY25 Proposed Budget and, more importantly what that might translate into in actual dollar increases for the four primary residential categories – condos, single-family, two-family, and three family homes. We usually only learn about this in October/November – long after the FY25 Budget has been adopted. Though condo owners will likely continue to get the sweetest deal in town, the sticker shock for other homeowners could be significant.

28 Communications – all but two of which are in response to the potential touching of that sacred cow that is the Cycling Safety Ordinance.

There could be hundreds opining during Public Comment on this – largely due to the activists lighting up their mailing lists with alarm calls. Much of the commentary will be variants of the statement that “if you don’t do exactly as I say and implement every aspect of the latest Bicycle Plan, then countless people will die and civilization itself will be threatened.” Personally, I would just like to understand how Broadway got snuck into the latest plan without anyone asking the residents of Mid-Cambridge. To wit:

For what it’s worth, I really wish the City would, at the very least, take Broadway out of the plan. It’s not a primary route for cyclists and it duplicates other routes. It is also a primary route for emergency vehicles and, based on experience from elsewhere in the city, those emergency vehicles will likely have a much more difficult time doing their jobs with a combination of white posts, concrete barriers, and greatly narrowed road width. Needless to say, the loss of parking will also greatly impact residents on and off Broadway – many of whom do not have driveways.

Midsummer NightAs many of you know, the Cambridge City Council generally meets only once each summer, and that meeting is coming up this week. The Midsummer meeting is often known for its very long list of agenda items, and this agenda is no exception. In a municipal election year, we can also generally count of there being a few table-setters from the incumbents looking for ways to draw attention to themselves. It is remarkable just how much dishonesty is being circulated by the density advocates and ABC-elected sycophants on this issue. I never thought I would see the day when a possible majority of Cambridge city councillors might so gleefully go along with the bulldozing of historic buildings that might stand in the way of their single-issue agenda. I suppose this may be a cyclical phenomenon – like when the West End of Boston was obliterated and when Robert Moses ran roughshod over New York City before Jane Jacobs shined a brighter light on the destruction. Historic review of significant buildings is a good thing – even if some city councillors lack the vision to see this.

It is noteworthy that Order #17 dares to violate that untouchable Bike Pledge. Needless to say, any elected official (or candidate) who signs a pledge vowing to never listen to evidence or to refuse to modify an ordinance in order to provide a better balance among competing interests should not be acting in a legislative capacity. Meanwhile, Order #13 effectively says calls for telling people what is coming whether they like it or not. It seems that refusal to listen, and even removing mechanisms for public review and response, seems to be the modus operandi of this and the previous City Council.

Let there be no doubt that the whole kerfuffle about Saturday closures of Memorial Drive has much to do with political competition – photo ops for some and a campaign to undermine one of our state representatives. Many initiatives such as this inevitably produce winners and losers – in this case traffic diverted onto inadequate neighborhood streets. Car-free cycling for some and diminished pedestrian safety and added inconvenience for others.

De-Paving is a great idea. My only (pleasant) surprise is that the order calls for encouraging it rather than mandating it. As for the chickens, I recall a time a few years ago when there were competing petition campaigns about this in (I believe) Cambridgeport. The real issue was long-time residents vs. skin-pierced newcomers enamored of pretend farming. Personally, I like seeing birds of all feathers around town.

When you consider the rapid rise in the tax levy coupled with expected property tax reductions and abatements for the many commercial properties that are currently underutilized, there is a good chance that residential property tax bills this fall may jump significantly. The proposed amendment of the “Building Energy Use Disclosure Ordinance” was first introduced on Nov 8, 2021, was referred to the Ordinance Committee on Jan 24, 2022, and has since been the subject of much criticism – especially from condominium owners who could potentially be hit with significant costs. Some of the provisions would also greatly affect commercial properties – particularly in regard to mandated electrification and its associated hardware and access. There are also feasibility questions in regard to electrical supply and how Cambridge’s mandates might divert resources away from other communities. The name of the ordinance really should be amended to something more like “Building Energy Use Mandatory Retrofit Ordinance” (BEUMRO) since this clearly would no longer be just about “disclosure”.

When exactly did notions like encouragement and incentive give way to mandates?

Unfinished Business #9. An Ordinance has been received from Craig Kelley et al, relative to amend the Zoning Ordinance of the City of Cambridge regarding EV and car share Zoning change. There is a lot of merit to this proposal, but that pesky “Law of Unintended Consequences” continues to be a concern. Will residential properties become the 21st Century equivalent of “filling stations”.

The Franklin et. al. Petition would essentially double and triple allowable densities broadly across all residential zones and mixed-use zones. Though it claims to be an effort to “restore” the right to build structures similar in size and shape as existing buildings, this is entirely not the case in most areas that would be affected by the proposed zoning change. It also substantially reduces setback and open requirements. It also would require ground floor nonresidential uses in many settings – even as retail continues to struggle. This Order asks the Community Development Department and the Law Department to review the petition language for potential conflicts and ambiguities especially as they relate to “climate planning, affordable housing, and inclusionary zoning”, but this proposal needs a lot more than just a review for consistency.

At the risk of being attacked for pointing this out, why exactly is the Juneteenth flag displayed on the front of City Hall 365 days per year? Juneteenth takes place on June 19. [This reminds me of the song by Roy Wood’s Wizzard called “I Wish It Could Be Christmas Everyday”.] It’s also worth considering Renee Graham’s recent column in the Boston Globe entitled, “The gentrification of Juneteenth”.

This is likely to dominate Public Comment. I anticipate an amendment from at least one of the councillors of the form “as long as this in no way affects any aspect of the Cycling Safety Ordinance”. Some councillors are quite content to never reevaluate their decisions. – “and the Judge wasn’t going to look at the twenty seven eight-by-ten color glossy Pictures with the circles and arrows and a paragraph on the back of each One explaining what each one was to be used as evidence…”
